What is an LMIA?
LMIA stands for Labour Market Impact Assessment. It is a process conducted by Employment and Social Development Canada (ESDC) to determine if an employer genuinely needs to hire a foreign worker. A positive LMIA indicates that there are no qualified Canadians available for the job, thereby allowing the employer to hire a foreign worker.
Why the Changes?
The changes were implemented to address the shifting job market in Canada. Job vacancies are no longer at record highs, and the unemployment rate is on the rise. In March 2024, the unemployment rate climbed to 6.1%, an increase of 0.3% from the previous month. The Workforce Solutions Road Map targets seven critical industries to tackle labor shortages.
These industries are:

3. Furniture and Related Product Manufacturing (NAICS 337)
4. Accommodation and Food Services (NAICS 72)
5. Construction (NAICS 23)
6. Hospitals (NAICS 622)
7. Nursing and Residential Care Facilities (NAICS 623)
Temporary Foreign Worker Program (TFWP)
The TFWP enables Canadian employers to recruit foreign workers when there are no qualified Canadian candidates for the position. This program aims to keep the Canadian labor market robust, ensuring foreign workers are employed only when essential.
Current Job Openings in Canada
As of January 2024, there were 632,100 job vacancies in Canada, down from the record high of 983,600 in the second quarter of 2022. The government hopes that new policy changes will help fill these vacancies with qualified Canadian workers before seeking foreign labor.
