Alberta Rural Entrepreneur Stream

Rural Entrepreneur is a Stream of Alberta Advantage Immigration Program, in which entrepreneurs who want to start and buy an existing business in a rural Alberta designated community can submit an expression of interest.

Alberta’s Rural Entrepreneur Stream is aimed at entrepreneurs who want to start a business or buy an existing business in a rural Alberta community and immigrate to Canada.

Successful candidates come to Alberta on a work permit, establish their business as per the terms of a Business Performance Agreement, before being nominated for permanent residence through the Alberta Advantage Immigration Program (AAIP).

What Is A Rural Alberta Community?

The AAIP defines rural Alberta communities as any community with a population of less than 100,000 situated outside the Calgary and Edmonton census metropolitan area.

What is the eligibility requirement for Alberta Entrepreneur Stream?

  •  – A candidate who has 3 years of experience as an active business owner or a candidate who has 4 years of experience as a senior manager within the past 10 years.
  •  – Candidates who have completed high school which is equivalent to the Canadian standard and certified with an ECA.
  •  – Candidate who has a minimum CLB level of 4 for each English and French (reading, writing, listening, and speaking).
  •  – Candidate must have a higher investment of $100,000 of their own and spouse/common laws.
  •  – A candidate whose minimum net worth is $300,000.
  •  – Candidates require a minimum of 51% ownership for a new business.
  •  – Candidates who have a community support letter from a participating rural Alberta community can apply for this stream.
  •  – A candidate whose age is 21 to 49 may apply for the Rural Entrepreneur Stream.

Factors to increase your chance of receiving a request to submit an Application

  •  – If the Age of the candidates lies between 21 to 49 it can increase the chances of receiving a request.
  •  – If your Spouse/common Law partner has at least one year of full-time post-secondary education or a minimum CLB level of 4 in English and French, then it can increase your chances.
  •  – If you have relatives (stepfather, mother, stepmother, child or stepchild, sister or step-sister, and brother or stepbrother) in Alberta as permanent residents then this can increase your chances.

Eligible businesses

The responsibility to ensure that the proposed business meets the eligibility criteria rests with the candidate. If the business is not eligible or if the candidate fails to clearly demonstrate that it represents a significant economic benefit to Alberta, the EOI or business application may be rejected.

Businesses are eligible if they meet the following general requirements under the Rural Entrepreneur Stream:

  •  – The objective of the proposed business is to make a profit from active or earned income through the sale of goods and/or services.
  •  – The proposed business complies with all applicable federal, provincial, or municipal statutory, regulatory, or licensing requirements governing its activities.
  •  – The proposed business complies with applicable trade certification requirements in Alberta.
  •  – The proposed business must have a physical place of business in a rural Alberta community at all times.
  •  – For franchises, the ownership requirements and all other program criteria are the same as for other businesses. However, applicants are also required to provide proof of support from the master franchisor to operate a franchised location.
  •  – The candidate must own at least 51% of the business if it is a new business, or 100% of the business if they are purchasing an existing business.
  •  – Candidates must reside in Alberta and be involved in the day-to-day management of the business. They cannot do this remotely, from another province or territory in Canada, or from another country.

Ineligible businesses

Ineligible businesses include the following:

  •  – Any business that contravenes the Immigration and Refugee Protection Act and its Regulations, such as immigration-related investment schemes or passive investments.
  •  – Businesses without a value-added economic component such as payday loans, cheque cashing.
  •  – Businesses trading in second-hand goods.
  •  – Businesses that would be considered passive investments, such as real estate rental, leasing or investment activities.
  •  – Real estate development/brokerage, insurance brokerage or business brokerage.
  •  – Coin-operated businesses, such as laundromats and car washes.
  •  – Project-based or seasonal businesses.
  •  – Home-based businesses, such as bed and breakfasts and lodging houses.
  •  – Businesses that are part of a succession plan and are owned or operated by a relative of the candidate.
  •  – Businesses that were previously owned/operated by a current or former AAIP candidate/nominee within the last 4 years.
  •  – Have changed ownership in the last 3 years prior to the Rural Entrepreneur application.
  •  – Businesses that produce, distribute or sell pornography or sexually explicit products or services, or provide services of a sexual nature.
  •  – Any other type of business that, by association, would tend to bring the AAIP and the Government of Alberta into disrepute, as determined by the AAIP.

Alberta Entrepreneur Immigration Program Application Process

Depending on the stream, the application process for the Alberta Entrepreneur Immigration Programs generally involves the following steps:

STEP 1 – Expression of Interest (EOI): The first step is to submit an EOI through the Alberta Express Entry Stream. EOIs are evaluated based on factors such as age, education, work experience, and business concept. If your EOI is selected, you will receive an invitation to submit a formal application.

STEP 2 – Business Concept Package: If invited, you’ll need to submit a detailed business concept package, including your business plan and other required documents.

STEP 3 – In-Person Interview: You may be required to attend an in-person interview in Alberta to discuss your business proposal and your potential contribution to the province.

STEP 4 – Nomination: If your application is approved, you will receive a nomination certificate from the Alberta government, which you can use to apply for Canada PR with the Canadian federal government.

STEP 5 – Apply for Permanent Residence: After receiving your nomination, you can submit your application for permanent residence through the federal Canada Express Entry system.
