Canada is simplifying the process for Hong Kong residents with Canadian work experience to obtain permanent residence. Starting from August 15, 2023, the educational requirement will be eliminated for the Hong Kong permanent residence pathway.
This change specifically applies to Stream B of the Hong Kong permanent residence pathways, which were established in June 2021 and have been extended until August 31, 2026. Stream A is designed for in-Canada graduates, while Stream B is for individuals with Canadian work experience. The removal of the education requirement aims to facilitate the entry of more Hong Kong residents into Canada, providing them with the support they need, while simultaneously addressing labor shortages in Canada by utilizing individuals who already have work experience in the country.
This modification streamlines the application process, as applicants will no longer be obligated to provide proof of education. It also allows Hong Kong residents with Canadian work experience to bypass restrictions based on their educational background.
In February 2021, Immigration, Refugees and Citizenship Canada (IRCC) introduced an open work permit for eligible Hong Kong residents, enabling them to work in Canada. This work permit initiative, which remains active until February 7, 2025, provides Hong Kongers with valuable Canadian work experience that can potentially render them eligible for additional Canadian immigration programs.
To qualify for permanent residence under the immigration pathways for Hong Kong residents, applicants must demonstrate their intention to reside in any Canadian province or territory except Quebec. Hong Kongers located in Quebec can seek guidance from Quebec’s immigration ministry to explore alternative options available to them
According to statistics released by the Canadian government, a total of 3,122 new permanent residents have been welcomed through the Hong Kong pathways as of April 30. Among these, Stream A has seen a larger number of successful applicants (2,358) compared to Stream B (746).
Aside from the specific Hong Kong pathways, Hong Kong residents may also be eligible for other Canadian immigration options, such as the Express Entry system and the Provincial Nominee Program (PNP). Temporary residence options, such as the International Experience Canada (IEC) program, also provide opportunities for Hong Kongers to work in Canada.
Furthermore, Hong Kong residents facing persecution and seeking refuge in another country may qualify for Canada’s resettlement programs, including the Private Sponsorship of Refugees Program and the Government-Assisted Refugees Program.
